lead the people of all nationalities in the great practice of building socialism

with Chinese characteristics since the reform and opening up, and especially
since the Fourth Plenary Session of the Thirteenth CPC Central Committee.

The Congress will map out a strategic plan for furthering across-the-board
reform and opening up and the socialist modernization drive and the new

grand project of Party building in the new stage of the new century, take
further steps to motivate all Party members and other people of all

nationalities to emancipate their minds, seek truth from facts, keep up with the
times, make innovations in a pioneering spirit and rally to create a new

situation in advancing the cause of socialism with Chinese characteristics.

The Resolution on the Convocation of the 16 CPC National Congress

was adopted at the Sixth Plenary Session of the 15 CPC Central Committee
in September last year. We then began to prepare for the Congress under the
leadership of the Party Central Committee. We have mainly done the

following:

First, drafting the report to be delivered at the 16 National Congress of
the Party. Over the past year and more, under the direct leadership of the Party

Central Committee, we have carried out in-depth investigations and study,
solicit opinions extensively, fully display democracy and, after repeated

discussions, completed the drafting of the report for review. The draft report
was discussed at meetings of the Political Bureau of the CPC Central

Committee and then issued to more than 3,000 people for discussion and
comment. Participating in the discussions and revisions were members of the

15 CPC Central Committee and the CPC Central Commission for Discipline

Inspection, delegates to the 16 CPC National Congress, Party leaders of all
central departments of the Party, the government and the army and of all
people’s organizations, leaders of the Party committees of all provinces,
