We refined systems for keeping records on members’ performance and for
annual performance reports to be submitted by Standing Committee members, and
continued the practice of commenting on the performance of Standing Committee
members who are also CPC members. We instituted a mechanism for National
Committee members who are not on the Standing Committee to attend Standing
Committee meetings in a nonvoting capacity on a group-by-group basis. Drawing
on the success of our approach to holding the 3rd Session of the 13th National
Committee, we shortened the length of Standing Committee meetings while also
continuing to improve our meeting culture and style of writing.
We conducted more fruitful field studies in a number of ways, including
video-based studies, questionnaire surveys, and report selection activities. We
improved the mechanism of seeking feedback on the outcomes of consultations
and deliberations on state affairs. We implemented the responsibility system for
theoretical and publicity work, and enhanced our capacity for engaging in and
managing news and public communication-related activities.
In line with the guiding principles of the conference on the work of special
committees of the National Committee, we revised the general rules for special
committees, and gave full play to their role in maintaining contact with people
from different sectors of society and providing services to National Committee
members. As a result, their competence and fundamental function in the work of
the CPPCC have been reinforced.
We convened a national conference on work experience for local committees,
during which successful practices of implementing the guiding principles of the
Central Conference on CPPCC Work were shared and promoted. We gave full play
to the role of the China CPPCC Theory Research Association in carrying out
research on major theoretical issues.
We supported the central discipline inspection team in carrying out inspections
of the National Committee’s leading Party members’ group. We intensified efforts
to improve Party conduct and build political integrity, consolidated the
achievements made in the campaign on the theme of staying true to the Party’s
founding mission, and worked to build the National Committee into a model of
political competence, discipline, responsibility, and efficiency.
