mitigate disasters, provide disaster relief, and ensure workplace safety, and the
Peaceful China Initiative entered a new stage.
In summary, we have taken proactive steps to respond to changes and
overcome difficulties, and we saw that major objectives and tasks for 2022 were
basically accomplished amid a complex and volatile environment. Overall price
stability was maintained, employment was generally stable, our scientific and
technological innovation capacity was steadily upgraded, the ecological
environment saw constant improvement, emissions of major pollutants continued
to fall, the people’s wellbeing was better safeguarded, and grain and energy
production increased steadily. The Chinese economy showed great resilience.
However, mutations in the coronavirus and changes in the global dynamics of
the pandemic led to the repeated resurgence and continued spread of the disease
in China, which resulted in some shrinkage of consumer spending and
impediments to the flow of the economy. Global economic growth slowed down,
and the Ukraine crisis added complexity to our external environment. Imbalanced
supply and demand in the international food and energy markets, high inflation,
and growing protectionism compounded each other. Macro policy adjustments in
major economies began to produce spillover effects. All these factors continuously
affected China’s development. Under such unusually complex and challenging
circumstances, our actual economic growth and certain growth indicators fell short
of projected targets. A drastic drop in the growth of energy-efficient services also
undermined our ability to achieve targets for reducing energy intensity and carbon
dioxide emission intensity.
The past five years have been truly momentous and extraordinary. Under the
strong leadership of the CPC Central Committee with Comrade Xi Jinping at its
core, we have devoted great energy to finishing building a moderately prosperous
society in all respects. We have fully and faithfully applied the new development
philosophy on all fronts, worked to create a new pattern of development, and
focused on promoting high-quality development. We have successfully responded
to accelerated changes in the international landscape of a kind not seen in a
century, the impacts of Covid-19, a domestic economic slowdown, and various
other tests, and we have taken strong and effective steps in dealing with all sorts of
difficulties, risks, and challenges. In macro regulation, we have adopted innovative
methods and strengthened our work. As a result, the goals of the 13th Five-Year
Plan have been fulfilled, and implementation of the 14th Five-Year Plan has seen
