new industries and new forms and models of business now accounts for over 17%
                of China’s GDP.

                     The structure of the economy has notably improved. We have reinforced the
                foundations  for  food  security,  guaranteed  basic  self-sufficiency  in  cereal  grains,
                ensured  absolute  grain  security,  and  maintained  high  and  stable  production  of
                major  secondary  agricultural  products.  The  value-added  of  high-tech
                manufacturing and equipment manufacturing has grown by average annual rates

                of  10.6%  and  7.9%  respectively,  with  steady  improvements  in  quality.
                Consumption has become a major driver of economic growth. We have made solid
                progress in implementing major regional development strategies, steadily pursued
                rural  revitalization,  continuously  improved  the  level  and  quality  of  new

                urbanization, and consistently unleashed the potential for coordinated urban-rural
                and regional development.
                     Infrastructure  networks  have  been  further  improved.  A  number  of  major
                infrastructure  facilities  including  Beijing  Daxing  International  Airport  and
                Baihetan  Hydropower  Station  have  been  completed  and  put  into  operation.  We

                have built the world’s most modern railway network, most advanced high-speed
                railway network, and largest expressway network. China tops the world in terms
                of the number of berths for 10,000-metric-ton class or larger ships and the length of
                inland waterways open to navigation. Construction of new types of infrastructure

                for 5G networks, AI, and big data has picked up speed.
                     Reform and opening up have been constantly deepened. We have focused on
                major areas and key links and kept in mind the overall goal of comprehensively
                deepening reform. We have unswervingly consolidated and developed the public
                sector and unswervingly encouraged, supported, and guided the development of

                the non-public sector. Steady progress has been made in building a high-standard
                market  system,  and  macroeconomic  governance  has  become  increasingly  more
                effective,  which  has  further  stimulated  market  vitality  and  social  creativity.  We
                have continued to open further. Joint pursuit of the BRI has yielded rich results,

                and mutually-beneficial economic and trade cooperation  between China and the
                rest  of  the  world  has  been  constantly  deepened.  New  systems  for  a
                higher-standard  open economy  are  taking  shape  at  a  faster  pace,  and  trade  and
                investment liberalization and facilitation have progressed steadily.
                     Substantial  progress  has  been  made  in  ecological  conservation.  We  have

                continuously  stepped  up  protection  of  our  environment  and  ecosystems  and
