and effectively upgrade and appropriately expand China’s economic output. We
must continue to improve living standards and maintain social stability.
With these efforts, we will set the stage for building a modern socialist country
in all respects.
In carrying out specific work, we need to apply systems thinking, uphold
fundamental principles and break new ground, and work hard to achieve full
economic recovery, get risks under control, and maintain social stability. In
particular, we need to better coordinate our work in the following six areas.
First, we need to coordinate our Covid-19 response with economic and social
development. We should cherish the important achievements we have made in our
three-year fight against Covid-19 and summarize our experiences and practices to
improve relevant mechanisms and measures, thus ensuring solid and meticulous
work in the new phase of our Covid-19 response. We need to strengthen our
medical and health services system and devote attention to ensuring people’s
health and preventing severe cases, with an emphasis on prevention and treatment
for key groups. With these steps, we will be able to consolidate our hard-won
achievements.
Second, in pursuing economic development, we need to coordinate
improvements in quality with growth in quantity. Quality should be what we rely
on to win the market. We will strive for proper economic growth on the basis of
better quality and performance and achieve qualitative change through the
accumulation of quantitative changes.
Third, we need to coordinate deepening supply-side structural reform with
expanding domestic demand. While deepening supply-side structural reform
throughout our economic work, we should create effective demand through
high-quality supply, expand demand through a wide variety of means and
channels, fully unleash consumption and investment potential, and realize a
dynamic equilibrium in supply and demand at a higher level.
Fourth, we need to coordinate economic policies with other policies. We need
to apply systems thinking, use practice as the criterion for our work, and be more
conscious of the big picture. We should strengthen evaluations to ensure
consistency with the country’s macro policies, quickly identify and correct any
deviation in policy implementation, and review and discard policies and
regulations that stand in the way of high-quality development.
Fifth, we need to coordinate domestic and international economic flows. To
