foster a new pattern of development, we need to take more targeted measures to
quickly shore up shortcomings and weaknesses in our industrial and supply
chains and implement macro policies based on our own conditions and needs, so
that we can boost the dynamism and reliability of the domestic economy and also
engage in the global economy to better effect and at a higher level. All of this will
enable us to ensure China’s steady and healthy economic development.
Sixth, we need to coordinate present work and long-term planning. We need to
do a good job in our present work to achieve good results, and we also need to
maintain the strategic initiative and conduct forward-looking planning to make
preparations for future development.
2. Main Objectives
In accordance with the aforementioned overall requirements, taking into
consideration both opportunities and favorable conditions for development and
the grave and uncertain environments at home and abroad, and balancing what is
required with what is possible, we have set the following main objectives for
economic and social development in 2023.
GDP growth of approximately 5%
First, as we strive to set the stage for building a modern socialist country in all
respects as required at the 20th National Party Congress and to realize the goal of
growing China’s per capita GDP to be on par with that of a mid-level developed
country by 2035 as set out at the 20th National Party Congress, it is imperative to
maintain reasonable long-term economic growth while ensuring better quality and
performance and to continue adding new chapters to our two miraculous
achievements of fast economic growth and long-term social stability. Second, this
objective is necessary to ensure stable growth, employment, and prices. It will be a
positive signal to the market and will enable us to bolster confidence, guide
expectations, expand employment, improve living standards, and prevent and
defuse risks while pursuing development. Third, this objective is consistent with
the growth potential of the Chinese economy at present and with the resources and
production factors we have on hand. Despite the existence of unexpected factors
and quite a few external uncertainties, we can achieve this objective as long as we
maintain our policy focuses and work hard to mobilize the concerted efforts of all
sides.
