the recruitment, cultivation, and placement of talent, strengthen the development
                of basic disciplines and urgently needed disciplines, make the best use of talent of

                all types to fully harness their potential, and improve our ability to nurture talent
                at home.
                        Carrying out social policies to meet basic living needs
                     We  will  continue  to  implement  the  employment-first  strategy  and  ensure
                effective  and  thorough  implementation  of  related  policies.  We  will  support  the

                development  of  industries  and  enterprises  that  create  lots  of  employment
                opportunities,  give  greater  prominence  to  creating  jobs  for  young  people,
                especially  college  graduates,  and  promote  employment  for  people  who  have
                recently escaped poverty. We will better protect the rights and interests of workers.

                Prompt  action  will  be  taken  to  help  people  in  financial  difficulty  cope  with
                structural price rises. We will improve the social security system, establish a more
                effective social safety net, and work steadily toward national unified management
                of  basic  old-age  insurance  funds.  We  will  ensure  that  high-quality  medical
                resources become more broadly available, are channeled more to lower levels, and

                are distributed in a more balanced manner among regions, so that rural areas and
                less-developed areas will have better access to them. We will improve our policy
                system for boosting the birth rate, develop elderly care programs and services, and
                properly respond to population aging and declining fertility.

                     In 2023, we will encounter quite a few difficulties and challenges in economic
                development. This will require us to take a holistic approach and coordinate our
                efforts  on  all  fronts  when  implementing  macro  policies.  We  need  to  ensure  our
                policies  meet  the  needs  of  market  entities,  improve  the  way  policies  are
                implemented to make them more responsive and targeted, and align them with the

                macro  policies  of  2022.  We  will  make  plans  early  on  and  formulate  and  launch
                policies  as  early  as  possible.  We  will  strengthen  coordination  and  collaboration
                between  plans  and  policies  and  conduct  midterm  assessments  of  the
                implementation  of  the  14th  Five-Year  Plan.  We  will  promote  synergy  between

                fiscal,  monetary,  employment,  industrial,  investment,  consumption,  price,
                environmental,  and  regional  policies  and  pool  resources  and  efforts  in  order  to
                accomplish  major,  difficult,  and  urgent  tasks.  We  will  improve  economic
                monitoring,  forecasting,  and  early  warning,  strengthen  preparatory  research  to
                maintain policy options for different eventualities, enrich our policy tool kit, and

                prepare  ourselves  for  more  complicated  and  difficult  situations.  We  will  better
