River and the coastline, national water network projects, and other major projects.
Efforts will be accelerated on major projects to divert and transfer water, control
floods, and mitigate other natural disasters, on the New International Land-Sea
Trade Corridor in the western region, and on the development of the container
terminal in the northern part of Xiaoyangshan of the Yangshan Port Area. We will
also proceed with renovation of China National Highway 318 from Chengdu to
Lhasa, expedite work on the unfinished sections of China National Highways 219
and 331 along our borders, and make headway on the construction of railways in
the central and western regions, the Yangtze golden watercourse, river crossings,
and intercity and intra-city (suburban) railways for major city clusters and
metropolitan areas.
Meanwhile, we will accelerate the construction of new infrastructure for 5G, AI,
big data, the Internet of Things, and the Industrial Internet. We will promote the
construction of smart expressways, civil space infrastructure, and the spacecraft
launch site for commercial use in Hainan. We will upgrade digital infrastructure,
work faster to build infrastructure for information networks, advance
cloud-network integration and computing-network integration, and methodically
upgrade infrastructure to make it smarter.
3. Accelerating modernization of the industrial system and making industrial and
supply chains more resilient and secure
We will further implement the innovation-driven development strategy,
address weaknesses while reinforcing strengths, consolidate the foundations of the
real economy, and steadily foster new growth drivers and new strengths.
1) We will work toward greater self-reliance and strength in science and technology.
We will fully leverage the advantages of our new system for mobilizing
resources nationwide to reinforce China’s strategic science and technology
capabilities and achieve breakthroughs in core technologies in key fields. We will
enhance our basic scientific and technological capacity, coordinate the
development of regional and international centers for scientific and technological
innovation, see that our comprehensive national science centers become more
capable of fostering original innovation, advance the construction of national
laboratories and ensure their effective functioning, and reorganize the system of
key national laboratories. We will advance the construction of national
manufacturing innovation centers, promote the high-quality development of
national new- and high-tech development zones and innovation demonstration
areas, and establish a group of national technological innovation centers, industrial
