We will carry out critical reform tasks to remove institutional barriers that
stand in the way of promoting development, and we will continuously imbue our
socialist modernization endeavors with fresh dynamism and vitality.
1) We will stimulate market vitality.
We will work unswervingly to consolidate and develop the public sector and
encourage, support, and guide the development of the non-public sector. We will
protect the legitimate rights and interests, including property rights, of all market
entities in accordance with the law. We will make thorough reviews and revisions
of the laws, regulations, and policies concerning businesses, steadfastly removing
obstacles to equal market access.
We will further strengthen and improve management of the state-owned sector,
advance reform of state-owned capital and SOEs, and make steady progress in
improving the distribution of state-owned capital and adjusting its structure. We
will formulate and put into effect an action plan for another round of SOE reform
and advance mixed ownership reform in an active and prudent manner. We will
improve the modern corporate system with distinctive Chinese features, cultivate a
number of SOEs strong in innovation, and move faster to help Chinese companies
become world-class outfits.
We will protect the property rights of private enterprises and the interests of
entrepreneurs in accordance with the law, encourage and facilitate the growth of
the private sector and private enterprises, and support private companies in taking
part in and serving major national strategies. We will designate liaison cities for
private sector development and promote wider application of the most successful
of the second batch of local measures for supporting private enterprise reform and
development.
We will support the development of MSMEs and self-employed individuals,
and we will strengthen management of MSMEs and provide better services to
them. We will cultivate a cordial and clean relationship between government and
business and level the playing field for enterprises under all forms of ownership to
realize growth. We will improve the categorized program for cultivating quality
SMEs in order to nurture SMEs that use special and sophisticated technologies to
produce novel and unique products. We will do more to help clear outstanding
payments owed to SMEs. We will continue to encourage entrepreneurship and
create a positive environment in which SOEs show great initiative, private
enterprises are not afraid to blaze new trails, and overseas companies feel free to
