and western regions and boost targeted assistance from central departments and
organizations, and we will advance the “10,000 enterprises revitalizing 10,000
villages” campaign. We will launch dedicated campaigns and improve relevant
long-term mechanisms to promote assistance in the form of product purchases,
continuing to establish demonstration purchasing cities and demonstration
producing areas.
3) We will promote the integrated development of the primary, secondary, and
tertiary industries in rural areas.
We will develop new rural collective economies, new types of agribusinesses
and commercial agricultural services, and appropriately scaled agricultural
operations. To put in place a better rural industrial system and create more
channels for increasing rural incomes, we will redouble efforts to foster rural
industries with local features and ensure the efficient establishment and
certification of agricultural modernization demonstration zones, national
demonstration parks for rural industrial integration, clusters of industries with
unique advantages, national modern agro-industrial parks, and towns strong in
agro-industries. We will boost recycling of agricultural and forestry waste and
popularize development models for circular agriculture.
To bolster county economies and push forward integrated urban-rural
development within counties, we will promote the urban-rural integration of
county policies on employment, education, medical services, and elderly care and
move faster to integrate the construction, operation, and maintenance of public
infrastructure in counties, towns, and villages. To deepen rural reform in key areas,
we will refine the rural land system, take orderly steps to launch county-wide trials
on extending rural land contracts by another 30 years upon the expiration of
second-round contracts, carry out trial reforms for rural residential land in a steady
and prudent manner, and advance pilot reforms for the marketization of rural
collective land designated for business-related construction.
4) We will advance development of rural areas in an orderly manner.
We will pursue rural development initiatives and formulate guidelines on
developing modern amenities in rural areas. We will shore up weak links in flood
control by harnessing small and medium-sized rivers, reinforcing dilapidated
reservoirs, adjusting and developing flood storage and retention areas, and
preventing and controlling mountain torrents. We will launch large-scale water
supply projects and renovate small ones to raise their standards, and we will take
comprehensive measures to improve rural water systems. We will extend
highways of Grade III or above to more towns and townships, upgrade old
