highways, and widen narrow roads. We will ensure our rural roads are well built,
managed, maintained, and operated, carry forward demonstrations for integrated
urban-rural transportation, and further reform rural road management and
maintenance systems. We will consolidate and upgrade power grids, drive growth
in distributed photovoltaic and wind power, and develop biomass energy in rural
areas.
We will accelerate efforts to improve e-commerce, logistics, and delivery
services in counties, towns, and villages and step up backbone logistics networks
in rural areas. We will carry out projects to upgrade the quality and safety of rural
housing. We will make steady progress on the action plan for improving the rural
living environment, push the establishment of long-term management and
protection mechanisms, upgrade rural toilets according to local conditions, carry
on with village cleaning initiatives, and step up the protection and utilization of
traditional villages. To strengthen and improve rural governance, we will
encourage wider application of points-based, list-based, and digital governance.
6. Promoting coordinated regional development and building a regional economic
layout and a territorial space system that enable complementarity and high-quality
development
We will thoroughly implement the coordinated regional development strategy,
major regional strategies, the functional zoning strategy, and the new urbanization
strategy. We will improve the distribution of major productive forces and foster
new drivers for high-quality development.
1) We will steadily implement the coordinated regional development strategy.
We will make further progress in the large-scale development of the western
region, strengthen specialty and competitive industries, and consolidate protective
barriers for ecological security to steadily expand our strategic maneuvering room
for national development. We will improve supporting policies and measures to
ensure new breakthroughs in the full revitalization of the northeastern region, and
we will enhance quality and efficiency in the development of the region’s major
cities and city clusters to better safeguard national food, ecological, and energy
security. We will accelerate the rise of the central region, develop the modern
industrial system underpinned by advanced manufacturing, and press ahead with
this year’s major projects for high-quality development. We will encourage the
eastern region to modernize more quickly, giving full play to the region’s role in
stabilizing and strengthening the country’s complete industrial chains. We will
open the central, western, and northeastern regions more widely, consolidate the
