urbanization that is centered on county seats, and support city clusters and
metropolitan areas in building modern infrastructure. We will further improve
urban planning, construction, and governance, strengthen urban infrastructure,
and carry out programs to expand public transportation in metropolitan areas to
build livable, resilient, and smart cities. We will improve the institutions,
mechanisms, and policy systems for integrated urban-rural development, and we
will facilitate the flow of production factors between urban and rural areas.
7. Promoting high-standard opening up and amplifying the interplay between
domestic and international markets and resources.
We will steadily expand institutional opening up in terms of rules, regulations,
management, and standards and promote the high-quality development of the Belt
and Road Initiative. Leveraging the strengths of China’s enormous market, we will
attract global resources and production factors with our strong domestic economy
to improve the level and quality of trade and investment cooperation.
1) We will accelerate China’s transformation into a powerful trading nation.
We will pursue steady growth in exports, engage with a wider diversity of
foreign markets, and raise the value-added of processing trade exports. We will
advance innovative development in trade, redouble efforts to develop new forms
and models of trade such as cross-border e-commerce and market procurement
trade, and increase support for overseas warehouses. We will encourage
processing trade to gradually relocate to the central, western, and northeastern
regions. We will deepen customs clearance facilitation reforms to ensure smooth
shipment of cargo at major seaports and airports.
We will accelerate the development of Hainan Free Trade Port and advance
preparations for turning the whole island into a separate customs zone. We will
implement the strategy to upgrade pilot free trade zones (FTZ) and release action
plans for developing the China (Shanghai) Pilot Free Trade Zone and its Lin’gang
Special Area. To increase trade in services, we will create new mechanisms for
developing it, build national demonstration zones for its innovative development,
and release both nationwide and FTZ-wide negative lists for cross-border trade in
services. We will actively develop digital trade.
2) We will make better use of foreign investment and do a better job concerning
overseas investment.
As we step up efforts to attract and use foreign investment, we will implement
the negative list for foreign investment and the latest version of the catalog of
encouraged industries for foreign investment, expand market access, and more
