widely open the modern service sector. We will ensure effective implementation of
measures encouraging foreign enterprises to establish R&D centers in China,
improve foreign investment promotion services, and make sure landmark
foreign-funded projects are launched and reach their production goals. We will
stabilize the foreign investment we have while also seeking further growth. We
will intensify efforts to build national comprehensive demonstration zones for
expanding opening up of the service industry. We will give full play to the role of
pilot free trade zones, Hainan Free Trade Port, all types of development zones and
bonded areas, and other platforms in serving as the forerunners and testing
grounds for opening up, and we will leverage various parks and zones to attract
investment. We will protect the rights and interests of foreign investors in
accordance with the law and ensure national treatment for foreign-funded
companies. We will improve the quality and efficiency of our unified management
of foreign debts.
We will improve services, supervision, and risk control for overseas
investment and enhance digital management of it. We will advance cooperation in
exploiting overseas mineral resources. We will steadily expand the institutional,
two-way opening up of the capital market.
3) We will advance the high-quality development of the Belt and Road Initiative.
We will deliver on a series of key tasks to mark the 10th anniversary of the Belt
and Road Initiative. Focusing on key regions, key countries, key fields, and key
projects, we will consolidate and expand pragmatic cooperation with participating
countries. We will make further headway in working together to build “small but
beautiful” projects along the Belt and Road, launch a batch of signature projects,
and enhance international cooperation on production capacity and third-market
cooperation. We will steadily expand cooperation to promote the development of a
healthy, green, digital, and innovative Silk Road. We will launch pilot zones for
“Silk Road e-commerce” cooperation.
We will better plan regional opening up, advance the high-quality
development of Fujian and Xinjiang as core areas of the BRI, and promote the
development of key experimental zones for development and opening up in
border areas. We will take solid measures to enhance cooperation on infrastructure
connectivity. We will build on the sound momentum of the China-Europe freight
rail services and maintain their safe, stable, and smooth operation. We will increase
the brand influence of Maritime Silk Road shipping and promote the development
