security, and maintain social harmony and stability.
1) We will stabilize and expand employment.
We will improve the system of providing employment support for key groups,
open up more channels for college graduates to enter market-based employment,
create more jobs at the primary level, and stabilize posts in the public sector. We
will help workers from rural areas find jobs near and far from their homes, support
ex-service members in getting settled and finding employment, and do more to
help people with disabilities and those who have employment difficulties find jobs
and have their basic needs met. We will promote job creation by encouraging
business startups, support the building of demonstration centers for innovation,
launch an initiative to support key groups in starting businesses, and support and
regulate the development of new forms of employment. We will refine the policy
of refunding unemployment insurance premiums to help enterprises maintain
stable employment.
We will improve systems for lifelong vocational training, further implement
special training initiatives for key groups, promote joint development and sharing
of public training centers, and open a number of bases for training highly-skilled
personnel. We will refine the public services system for employment, carry out
projects to upgrade employment services, and launch demonstration programs for
public services for employment and entrepreneurship. We will remove
institutional barriers that impede the flow of labor and talent, eliminate unjustified
restrictions and discrimination that undermine equal employment, and do more to
protect the rights and interests of people in flexible employment and new forms of
employment.
2) We will raise people’s incomes.
We will improve the “1+N” supportive policy system for Zhejiang Province to
pursue high-quality development and build itself into a demonstration zone for
common prosperity. We will refine the mechanisms for reasonable pay increases
and guide local governments in appropriately adjusting minimum pay. We will
improve the policy system for distribution based on factors of production, explore
multiple avenues to enable the low- and middle-income groups to earn more from
production factors, increase people’s property incomes through more channels,
adopt multiple measures to increase rural incomes, and ensure the payment of
wages for rural migrant workers. We will see that the middle-income group
continues to expand. We will enhance the roles of taxation, social security, and
transfer payments in regulating income distribution and keep income distribution
