development of charity organizations, improve the institutions for the growth of
charity programs, and give full play to the role of charity programs in tertiary
distribution.
3) We will move faster to build a high-quality education system.
We will advance the initiative to turn China into a leading country in
education. We will accelerate high-quality, balanced development and urban-rural
integration in compulsory education. We will better allocate educational resources
across regions and strengthen public-benefit preschool education and special needs
education. We will promote the diversified development of senior secondary
schools. We will promote collaborative innovation in vocational education, higher
education, and continuing education and promote integration between vocational
education and general education, between industry and education, and between
scientific research and education. We will better establish vocational education as a
category in the education system. We will do more to develop basic disciplines,
emerging disciplines, and interdisciplinary subjects, cultivate first-class innovators,
and speed up the development of world-class universities and strong disciplines
with Chinese features. We will better guide and regulate the development of
private schools. We will support the development of special needs education. We
will advance the digitalization of education.
4) We will further improve the social security system.
We will put in place a multi-tiered social security system that covers the entire
population in urban and rural areas and see that it is fair, unified, reliable,
well-regulated, and sustainable. We will continue to regulate the development of
private pensions as a “third pillar” and promote development of private pension
schemes. We will improve the mechanisms for financing and adjusting benefits for
basic old-age insurance and basic medical insurance, improve the unified national
management system for basic old-age insurance funds, and work toward
provincial-level unified management of funds for basic medical insurance,
unemployment insurance, and workers’ compensation. We will improve major
disease insurance and medical assistance schemes and see that medical expenses
are settled where they are incurred. We will improve the mechanisms for including
rural migrant workers, people in flexible employment and new forms of
employment, and other key groups in social insurance programs and carry out
trials of occupational injury insurance for people in new forms of employment. We
will improve the multi-tiered and categorized social assistance system and offer
