Over  the  past  five  years,  we  hosted  105  major  consultation  sessions  and
                regularly  held  consultations  on  the  handling  of  proposals,  sector-specific
                consultations, and consultations with relevant Party and government departments.

                These  consultations  made  it  possible  for  the  CPPCC  to  fully  play  its  role  in  the
                national governance system.

                     We  reached  greater  depth  in  political  consultation,  initiated  consultative
                forums for experts, and built a talent pool for participating in and deliberating on
                state  affairs.  We  brought  together  experts  from  different  social  sectors  and

                academic disciplines to hold 74 multi-round, closed-door consultative forums on
                the  topics  of  common  prosperity,  basic  education,  and  modernization  of

                agriculture and rural areas.
                     To  make  consultations  more  effective,  we  encouraged  members  to  conduct

                their  own  research,  introduced  quality  assessments  for  consultation  and
                deliberation, and improved the mechanisms through which consultation outcomes

                are  communicated  to  relevant  Party  and  government  departments  for  feedback
                and then put into practice.
                     With  a  proper  understanding  of  the  nature  of  consultative  oversight,  we

                incorporated key oversight-related topics into our annual consultation plan. With
                the approval of the CPC Central Committee, we conducted democratic oversight of

                the implementation of the 14th Five-Year Plan. We conducted follow-up oversight
                for 10 topics, including support policies for ex-service personnel and chernozem

                soil protection, to ensure effective implementation of the major decisions and plans
                of the Party and the country.

                     We  improved  our  working  systems  and  mechanisms  as  a  specialized
                consultative institution. We formulated and revised documents such as the rules
                on  the  consultation  work  of  the  CPPCC  National  Committee,  the  guidelines  on

                strengthening  and  improving  work  related  to  building  consensus,  and  the
                guidelines  on  fostering  a  stronger  sense  of  responsibility  among  members.  A

                framework of systems that are aligned with the Constitution and policy documents,
                based  on  the  CPPCC  Charter,  and  supported  by  institutions  and  rules  on

                consultation has thus been established. This has enabled the CPPCC to perform its
                functions in a better-coordinated, smoother, and more effective way.
