mechanism for National Committee members. We also updated the systems for
keeping records on members’ performance, for collecting statistics on their
performance, and for receiving annual performance reports from all Standing

Committee members. We established the Outstanding Performance Award for
National Committee members, commending 60 recipients and 28 nominees on

three occasions for this award. As a result of our efforts in self-improvement, the
ranks of National Committee members have taken on a new look.
We convened a conference on the work of special committees of the National

Committee, formulated and revised documents like the general rules of special
committees of the CPPCC National Committee, and implemented quality

assessment systems and measures for consultation and deliberation. These steps
have helped make special committees a major facilitator of CPPCC functions and a

link for engaging and serving National Committee members.
We endeavored to build the National Committee offices into a model of

excellence and strengthen their capacity to provide support and services. We took
targeted measures in response to the epidemic, improved our meeting culture and
writing style, and adopted an innovative approach to the arrangement of meetings,

thus making plenary sessions and Standing Committee meetings of the National
Committee more effective and time-efficient.

We provided support to the discipline inspection and supervision team
dispatched to National Committee offices in performing its supervisory duties. The

staff of the National Committee offices displayed fine conduct and a brand new
image.

Fellow members,
We owe our achievements over the past five years to the robust leadership of

the CPC Central Committee with Comrade Xi Jinping at its core, to the unreserved
support of all sectors of society, to the concerted efforts of the participating

organizations of the CPPCC and its committees at all levels, and to the
commitment of all CPPCC members to earnestly performing duties and to their

hard work and dedication. On behalf of the Standing Committee of the 13th
CPPCC National Committee, I would like to express our sincere gratitude to you
