At the same time, we must be soberly aware that there is still room for
improvement in the CPPCC’s work. We need to improve institutions,

standards, and procedures so that National Committee members can better
perform duties and functions. We need to conduct consultations and

communications in greater depth and ensure opinions are fully expressed. We
must also raise the efficacy of consultations and improve our systems and
mechanisms for building consensus, exercising democratic oversight, and

engaging with people from various sectors. Solid steps should be taken to
address these issues in future work.

II. Experience Gained over the Past Five Years

The 13th CPPCC National Committee has earnestly studied and

implemented General Secretary Xi Jinping’s important ideas on strengthening
and improving CPPCC work and acquired through practice a deeper
understanding of the laws governing this work.

1. Unswervingly upholding the CPC’s overall leadership
This is a fundamental political principle that we in the CPPCC must

observe; it also represents the greatest political consensus that the political
parties, people’s organizations, and figures from all ethnic groups and social

sectors in the CPPCC must uphold. It has been proved over the past 70-plus
years that the stronger the Party’s leadership is, the more the CPPCC’s cause

will thrive and the more its institutional strengths will come to the fore. Efforts
to uphold the CPC’s leadership must be manifested in concrete actions to
implement the decisions and plans of the CPC Central Committee; they must

be embodied in all aspects and stages of planning, duty performance, and
self-improvement.

We must acquire a deep understanding of the decisive significance of
establishing both Comrade Xi Jinping’s core position on the Party Central

Committee and in the Party as a whole and the guiding role of Xi Jinping
Thought on Socialism with Chinese Characteristics for a New Era; enhance our
