suggestions of all political parties, people’s organizations, and figures from all
ethnic groups and sectors of society are turned into policy options and the
propositions of the CPC are converted into consensus among people from all

sectors of society. In doing so, we will truly translate the institutional strengths
of the CPPCC into effective governance of our country.

3. Focusing on the central tasks of the CPC and the country to make consultation
more effective
This is essential for the CPPCC to better serve the cause of national

rejuvenation in the new era and should remain the focus of efforts to
strengthen the CPPCC as a specialized consultative institution over the long

term. We must constantly enrich the institutional practice of the principle that
the people’s affairs should be discussed by the people themselves. In view of

this, we should formulate integrated plans for refining the substance of
consultation and diversifying its forms, select consultation topics with due

attention to the country’s most fundamental interests and the concerns of the
people, and choose the forms of consultation in a well-conceived way.
We must work hard to ensure that members are careful in their choice of

consultation topics, thorough in their investigations, exact about the content
under consultation, and focused on offering constructive suggestions on state

affairs. We must see that efforts to improve consultation rules and foster a
culture of consultation go hand in hand, so that the consultation process is

optimized and a favorable environment for consultation is created.
We should be good at finding common ground and resolving differences

and exchange opinions in a candid and pragmatic way. We should make
consultations more fruitful by working to improve our consultation skills,
facilitate sound and democratic decision-making by pooling wisdom for

in-depth consultations, and effectively build consensus among all sides by
engaging in sincere consultations on the basis of unified thinking and common

objectives. In doing so, we will be well-positioned to better demonstrate the
CPPCC’s unique strengths as an institution dedicated to consultation.

4. Remaining committed to the overarching themes of unity and democracy
These two themes encapsulate the very nature of the CPPCC and are its
