defining features and unique strengths. Only by enhancing political unity can we
lay a solid foundation for democracy, and only by advancing democracy can we
consolidate political unity.

The CPPCC must remain committed to bringing together all political parties,
people’s organizations, and figures from all ethnic groups and social sectors. It

must promote genuine democracy on the basis of our common theoretical and
political foundations and the broad consensus we reach through consultation.
Consensus is both a prerequisite for strengthening unity and a goal of advancing

democracy; it is thus the bridge that links unity and democracy.
We must make it a top priority to strengthen theoretical and political guidance

and build extensive consensus. Such work should be part and parcel of our
inspections, field visits, research tours, consultations, and deliberations. And it

must serve as one of the basic criteria for performance evaluations.
Given the complex circumstances and formidable tasks before us, it is all the

more important for the CPPCC to integrate its efforts to advance democracy and
promote unity on the one hand and to offer suggestions on state affairs and build
consensus on the other.

We must help clear up misunderstandings and misgivings, promote unity, and
inspire the people to make a greater contribution to the country’s development. We

must help create a powerful synergy that enables the Chinese people to work with
one heart and one mind to realize the Chinese Dream.

5. Fostering a strong sense of responsibility among our members
This is an essential requirement for the CPPCC to present a new look in the

new era and make its work more efficient and more effective. To serve as a CPPCC
committee member is both an honor and a responsibility. All CPPCC members
should bear in mind General Secretary Xi Jinping’s expectations that we must have

a full knowledge of the CPPCC and its role, be adept at consultation and
deliberation, observe discipline, abide by the rules, and act with integrity.

We must always commit to serving the people and fulfill our duties in the
interests of the country and the people. We should dedicate ourselves to self-study,

self-education, self-management, and self-oversight and practice the core socialist
values.
