united front, and consultative democracy as an indivisible whole, leverage the role
of the CPPCC as an institution dedicated to consultation, and improve the systems,
institutions, standards, and procedures of CPPCC work.

We should see that the CPPCC more effectively fulfills its roles of conducting
consultation and two-way communication, encouraging full expression of opinions,

and building consensus, and that the CPPCC incorporates the guiding principles of
the 20th National Congress into work planning and applying them in practice.
2. We should carry out consultations and deliberations with the aim of serving the

overall work of the CPC and the country.
We should take it as one of our duties to serve the Second Centenary Goal of

building China into a modern socialist country in all respects, with a focus on the
implementation of the Five-Sphere Integrated Plan and the Four-Pronged

Comprehensive Strategy. We should explore effective policies through in-depth
consultation and work to build consensus and create synergy for implementing the

new development philosophy, fostering a new development pattern, and
promoting high-quality development.
In accordance with the Regulations of the CPC on Political Consultation Work,

we should give play to the significant role of CPPCC political consultation in
promoting systematic and democratic decision-making and in building consensus.

We should conduct more consultations and deliberations on strategies for building
China into a modern socialist country in all respects and come up with proposals

and suggestions of a higher quality.
We should improve the system and mechanism for democratic oversight by

the CPPCC so as to make its consultative oversight more effective. We should see
that the CPPCC fulfills its role of democratic oversight as part of the state
supervision system.

3. We should work earnestly to build consensus and strengthen unity.
To develop and consolidate the broadest possible patriotic united front, we

should balance commonality and diversity, establish more channels and platforms
